Sugar is the Operating System, which is programed using the Python programming language using the GTK ( Gnome Tool Kit) which is a Linux set of instructions for the graphical interface. Pango and Hippo are modules controlling the text and drawing capabilities of the OS. Or at least that is a close as I can get to explaining it.
