Verizon Wireless will kick off its service "in the coming weeks"

Two weeks ago, we touched on Verizon Wireless’ plans to bring Voice over LTE (VoLTE) to its network during the fourth quarter. Verizon Communications CFO Fran Shammo made the announcement during remarks at an investor conference, stating, “For us, when we launch a new technology, we have to make sure our quality is strong because the CDMA network was so strong. We don't go before we know it's ready."
 
Today, the company made those plans official, stating that it will open up VoLTE on its cellular network “in the coming weeks.” Verizon Wireless calls this initiative Advanced Calling 1.0, and it will encompass both HD Voice and video calling with supported smartphones.
 
As can be expected with a first generation solution, phone calls using HD Voice and video calls will only be available to those with VoLTE capable smartphones in a Verizon Wireless LTE coverage area. In addition, both the initiator of the call and the receiving party will have to meet all criteria before taking advantage of VoLTE features.
 
Verizon Wireless states that upgrading existing LTE-equipped smartphones to become VoLTE capable can be accomplished with a simple software update, but the company has not yet stated which products in its existing product portfolio will receive the update.
 
It should be noted that both AT&T (in limited markets) and T-Mobile (nationwide) have rolled out their own VoLTE services. Unfortunately, for now, each carrier’s VoLTE services are incompatible with each other, which means that it’ll probably still take us a few more years before we’re able to make HD Voice and video calls a common occurrence during our daily activities (that’s if we can all stop texting and actually use the our smartphones to call people in the first place…).

so when I talk for 60min using VoLTE does that fall under my unlimited "talk & text"? or will it eat up xxxMB of my data plan?

I suspect the latter.

Any1 know?

If memory serves, the Ars Technica article said that phone calls will only use minutes, but video calls will use both minutes and data.

This is correct.
The audio never counts against data. So if you're doing a voice call it's billed just like a CDMA call. When you do a video call the audio is still treated as minutes but the accompanying video stream is treated as data.
