The Cyan update brings both Windows Phone 8.1 and device-specific updates

Windows Phone 8.1 will start its rollout to Lumia smartphone owners today along with the new Nokia “Cyan” update. Windows Phone 8.1 brings with it a number of new features and tweaks including the Cortana personal digital assistant, customizable Live Tiles, support for virtual buttons, and a new Action Center.
Other new features in Windows Phone 8.1 include the Word Flow keyboard, Wi-Fi Sense and an improved Internet Explorer 11 browser.
While all of the new functionality included with Windows 8.1 was expected, Microsoft has also announced that there will be Nokia-exclusive enhancements as well with the Cyan update. There are improvements included for Nokia’s Camera, Creative Studio and Storyteller apps, while a new Nokia Device Hub app makes it easier to track down missing accessories that you use with your device.

In addition, owners of the Lumia 1520 and Lumia Icon will now support Nokia Rich Recording and Dolby Digital Plus 5.1 audio. There have also been improvements made to the camera’s low-light performance and support has been added for Microsoft Screen Share tech.
According to Microsoft, your Lumia smartphone will automatically alert you when the update is ready to download. There's also a handy website available that shows you which North American Lumia devices will receive the Cyan update.

Cyan bring Windows Phone 8.1 and Nokia's firmware supporting it to public.

Preview for developers technically is not release version of Windows 8.1. For most people it will be a full OS update.

Incorrect. It IS the release version, it just doesn't include the firmware update for the hardware to properly support it. WPCentral even had a post that mentioned it in passing yesterday that the os version on the phone they received that shipped with 8.1 had the same version as their phones of the same model that had only received the developer preview.

If Windows 8.1 preview for developers WAS the final version, why did I get like 4 updates to the OS after updating to the preview? It was really what amounted to a beta for 8.1

So I got some updates on Windows 7 the other day. Does that mean that I wasn't running the final version of Windows 7?

Yes, but people running a Samsung or HTC WP phone will not receive the Cyan update because it is only for Nokia Lumia devices.
