I live in a world where I can count on a good percentage of the people on the road to be grumpy, not paying attention, and unskilled. Also, and this is totally anecdotal, I've noticed that many people who consider themselves skilled drivers "make up for it" by driving much more aggressively/dangerously. Skill != safety. I'd consider adherence to standard rules of the road more important than skill.
