The United States Army hopes to read the minds of its soldiers by monitoring brain activity and body responses
A new system designed to aid soldiers will use neuro-physiological sensors to
help monitor the brain activity
of U.S. Army personnel out in the field. Some of the things measured and recorded include the heart rate and brain activity of the soldiers. Once the data has been processed, the system will hopefully influence what a soldier does in certain situations.
The U.S. Army, Honeywell and the Advanced Research Projects Agency (DARPA) are working on the new wireless technology that will be integrated into the Army's Future Force Warrior program.

Based on what you wrote, its seems like you agree.

2. You agree that violent or child molesters should be watched. Since you are an ex-CO, then you understand about recidivism. For those that don't, check out
. In a nutshell, its the chances of repeating a crime. With sex offenders, the root cause could be either physiological (brain damage) or mental health... prison does not address either one. So once sex offenders are out of jail, their recidivism is extremely high... with the exception of your friend since that was just a bad judgement call.
3. If you really were a CO, most facilities have seperate cell blocks for sex offenders because of that reason EVERYONE hates them. Maybe you worked in county or local level, but nothing state or Fed level since thats where the segregation starts.
4. Don't pull that God given right stuff especially with the scientifically proven recidivism is much higher than others. Sex offenders are legally required to report their locations (as with all ex-prisoners during their length of parole) to their parole officer. Once they do not, they are commiting a crime and tracking them electronically will just reduce finding them before they commit another crime.
5. Your friend had a bad lawyer or the cop pulled some strings or he lives in Colorado.

There is preliminary evidence that anti-obessive/compulsive medication cures sex offenders desires for young children.
The justice system has been continually pulling away from rehabilitation due to public pressure and a vengeful blameful society, which would rather punish people than actually help them and cure the disease.
The public believes that sex offenders openly chooses to commit the acts, and children will have to pay the price for the publics ignorance until it recognizes deterrment does not work with people who have a diease, nor does punishment prevent future action. Also "locking" only prevents that one offender from ever doing it again. If locking them up or killing them worked we wouldnt have the same problem several thousand years later.
