GTA4 was smaller and had much less to do than the previous GTA title. They must have spent all that time cutting content.

Taking a long drive between cities and exploring everything between was one of San Andreas' great features. I want to play it again just thinking about it. GTA IV was a far denser area, true, and graphically superior in all aspects but it was just a gigantic city blur. Some player love the exploration facet and sandboxing offered before GTA IV.

There was a lot more to do in San Andreas. Not just empty space.
