Heh, pick any Elder Scrolls game and start walking in any nigh any direction and you'll find something to do in minutes. With San Andreas, people talk about the twenty minutes it takes to drive across the map WITH NOTHING ELSE HAPPENING.
It would have been okay if police chases out in the wilderness weren't such a Girl Scout affair, but even those fell apart (unless you deliberately slowed down to give the cops an advantage) the second you got out of a city.

I'll agree with you that some of the travel time got boring with SA, but it still had way, WAY more total content. I thought I knew most of that game's content until I browsed through the strategy guide one day. Boy was I surprised. I hadn't even known so many of those missions/challenges existed. Plus, I loved going back to the various schools and getting all gold medals to unlock awesome stuff. The Hunter was a blast to cause chaos with. GTA 4 was much less of a sandbox type game than San Andreas. I also loved the 4 separate areas that were all very different.
