You need the "flat, empty, vast map devoid of anything interesting" to create a fully fleshed world. It adds depth that filling the same area with cityscape wouldn't have done simply because it creates variety.

No, you don't need "flat, empty, vast map devoid of anything interesting" to create a fully fleshed world. You need a "fully fleshed world" to create a fully fleshed world. And "flat, empty, vast map[s] devoid of anything interesting" is the ANTITHESIS of "fully fleshed world".
Sorry, pal, but that game was modeled on my back yard (southern CA with SF and LV at the extreme northern corners). I know what the Mojave desert is like. I'm all too familiar with Flintridge and the Central Valley. San Andreas was barren and sparse, with too much devoted to making it "big" and not enough devoted to making it "a game". The ten minutes one spends at the beginning of the game "pumping iron" doesn't count as "a game". That was "push a button until dude is Black Schwarzenneggar".
And the best parts of San Andreas? TOOK PLACE IN THE CITIES. Gang turf wars were a blast, but I kept wanting to pull that stuff against smack- and meth-dealing bikers out in the sticks.
