They're prepared to not have any design or feature changes. Because that is why programs like this are cost plus.

some quick math says they are still getting $215 million per plane. i would seriously hope they can make them for that price without issue.

anyways, from my reading its only for this years purchases anyways. next years could have a different pricing structure.

Likely won't matter, as the bill will probably have enough loopholes in it that you'd have enough room to conduct a Blue Angels air show. God knows, every time DC politicians write a bill to "save money", it usually ends up costing the taxpayers MORE.

I'm not sure the term "legal binding" applies yet? Congress can pass the bill which ties the acquisition agencies hands for negotiations, however, the contractor has to agree to the terms as well before it becomes "legal".
