Yes it does.
They were told to buy them and they would be reimbursed. Apparently even that offer didn't inspire many sales.

No it doesn't.
That reimbursement program doesn't go into effect for several more weeks. It got delayed to avoid the shortages in Europe spreading to the US. Also I'm sure many are waiting for their own carrier to offer the phones.
AT&T isn't the most popular at Microsoft (I would guess).

The linked article clearly states:
"The anemic sales number does not include the 89,000 Microsoft employees that will be given free Windows 7 phones."
Dell is providing their a dell phone to their employees, which isn't available yet.
