North Korea launched the cyber attack against South Korea and the United States

The South Korean government is now blaming North Korea of launching organized cyber attacks against websites belonging to South Korea and the U.S. earlier in the year.

Due to malicious software, numerous U.S. and S.K. Web sites were slowed or ground to a complete stop during the attack, as cyber experts scrambled to pinpoint the source of the problem.  According to experts, the IP address traced to the attacks was leased from China, the South Korean National Intelligence Service noted in its report.

“The attacks on Korean and U.S. internet sites were traced back to circuits originating in China,” according to South Korean spy chief Won Sei-hoon, who recently spoke during a closed-door meeting. “North Korea's communications ministry has been confirmed as leasing the line.”

As the western world continues to deal with growing cyber threats from Eastern Europe and China, the possibility of North Korea and China helping one another is a newer threat. If China and North Korea share information on which targets to attack, and which ones are vulnerable, the U.S. must be ready to deal with an increase in attacks led by the North Korean government.

Unlike China and many other developed nations, Internet access is restricted in North Korea – with internet reserved mainly for the government – with Kim Jong-II now trying to catch up in the ongoing cyber battle.

Last I heard North Korea still didn't believe in the internet thanks to their resident internet expert Kim Jong-il?

Which is the case but their knowledge and expertise would be limited. That is unless you bride (read: kidnapped) experts to help them do cyber attacks :D

On Topic: Hey man, the rittle man is ronery, cut him some slack. N. Korea's pr0n servers aren't anywhere as populated as S. Korea's you know. mostly prison and torture stuff going on.
